Our roadmap for Kenya's digital future
The Strategic Plan 2024–2027 sets out how ICTA will deliver on the National Digital Masterplan over the next three years — translating national policy into funded, time-bound programmes with clear targets for connectivity, e-government, cyber resilience and digital skills.

Four priorities for 2024–2027
Each pillar carries its own targets, budget allocation and lead directorate within ICTA.
Strengthen national infrastructure
Extend fibre, data centre capacity and the Government Common Core Network into every county.
Accelerate e-government delivery
Migrate remaining manual government services onto unified digital platforms for faster, fairer access.
Build cyber resilience & trust
Scale PKI, strengthen incident response, and enforce ICT security standards across government systems.
Catalyse the digital economy
Grow digital skills, support innovation hubs, and lower barriers for tech entrepreneurship nationwide.
